i know this is just little info but just try..
in this techno song theres this guy with a deep voice who just says “cocaine” slowly… then music plays for awhile, then he says “cocaine” again then the beat comes and so on….

My guess would be
Yakooza – Cocaine
Plenty of remixes of this song and it fits your description. I know there are like a dozen people who have done a song called cocaine, but I think this is it.
