Im not saying they shouldn’t be ….
BUT
the scheduling of all narcotics is based on how addictive they are, how dangerous they are to ones health, and weather or not they have any medical use. Cigarettes kill more people annually than every schedule one narcotic (heroin, cocaine, etc.) combined several times over.

Lots and lots of tax dollars come from cigarettes. They are very profitable for the government.
