What Does Soft Drug and Hard Drug Mean?

Question by vicki: what does soft drug and hard drug mean?
I came across the two words while preparing my TEM-4 exam.I didn’t know what do they mean?I need your help!

Marihuana is a soft drug because it is by far not as addictive and/or damaging as the hard drugs cocaine and heroin. Also the punishment for use and possession of hard drugs is higher than for soft drugs in most countries.

I’m not sure but I think it is along these lines-
Coffee-soft, Crack-hard
Tobacco-soft, Chrystal Meth-hard,
Marijuana-soft, Heroin-hard etc.
