Simple.

You can’t.

What really killed me about this recently was when the Bush signed off on a $ 555 billion dollar bill, but was disappointed by the “earmark addiction” of Congress.

Newsflash, Mr. President. You didn’t HAVE to sign the bill. If you’re so concerned about earmarks and spending, veto the damned thing and make Congress send you one without earmarks.
